A justification to build an empire would be that it would create a stronger government and a stronger army to take over neighboring countries and gain more land to live in. The people would definitely agree because they want a better, bigger country than everyone else :D
Because they want all the land their greedy little hearts desired, and having a new piece of land to call your own would be pretty cool.
